THE RESIDENT OMBUDSMAN PROGRAM


In consonance with the pro-active approach in the fight against graft and corruption, the Philippines' Office of the Ombudsman caused the installation of organic Resident Ombudsman in graft-prone government departments and government-owned and controlled corporations.


The Resident Ombudsman is the eyes and ears of the Ombudsman in the agency. Thus, their presence immediately produced deterrence against corruption and improprieties.


The existing Offices of the Resident Ombudsman are charged with the following functions: (a) investigation of cases; (b) public assistance; (c) conduct of studies of standing systems and procedures in the agency with the end in view of recommending changes to improve the same; and (d) undertaking prevention activities.

THE OFFICE OF THE RESIDENT OMBUDSMAN FOR MIAA-NAIA/DFP
Atty. Rainier C. Almazan is the incumbent Resident Ombudsman for MIAA-NAIA/DFP. Before he was designated as such, he was a Graft Investigation Officer II at the Office of the Deputy Ombudsman for the Military under the then Deputy Ombudsman Manuel B. Casaclang.

THE OFFICE OF THE OMBUDSMAN
The Office of the Ombudsman is mandated to determine the causes of inefficiency, red tape, mismanagement, fraud, and corruption in the Government and make recommendations for their elimination and the observance of high standards of ethics and efficiency.

The Philippine Ombudsman is the Honorable Aniano A. Desierto, whose term of office ends by August 4, 2002.
Despite attempts to impeach him, Ombudsman Desierto has consistently shown his strength to face his accusers, and to live up to the mandate of the Office. He has been recently featured in the "Sunday Inquirer" published on February 17, 2002.
